Sector Committees
|
The Royal
Directives of His Majesty Sultan Qaboos bin Said to
hold the first national manpower employment seminar,
followed His Majesty’s directives to the private
sector to take the initiative in promoting human
resources and increasing the number of citizens in
its small and big companies and establishments.
|
To utilize the
Royal Directives and enable the society to reap its
fruits, the Ministry of Manpower has found a drafted
a mechanism to activate the private sector’s role in
providing the Omani Youth with training and
employment opportunities, through a real
partnership. Hence, the initiative to establish
Omanisation joint committees emerged. This has
contributed to preparing and formulating policies
and procedures which aim at providing the Omani new
entrants to the labor market with more
opportunities.

Objectives: |
The Omanisation
joint sector committees are among the most important
boosters of joint cooperation between the public and
private sectors in national manpower training and
employment fields.
|
|
Objective of these committees
include: |
1- Coordinating
with concerned authorities to identify required
steps and procedures to implement the Omanisation
sector plan, according to the final statements of
the national manpower employment seminars.
2- Cooperating with the Ministry of Manpower to
implement the sector Omanisation plan and other
supportive procedures which were endorsed by the 3rd
national manpower employment seminar.
3- Coordinating with companies in drafting their
plans to achieve Omanisation percentages endorsed by
the sector plan.
4- Cooperating with the Ministry and companies to
select candidates for qualifying training, in
accordance with the Omanisation plan and identifying
training curricula which meet the companies ` needs
for various levels of vocational skills.
5- Following up implementation of the Omanisation
sector plan and assessing its outcome.
6- Presenting proposals and working programmes to
support individual initiatives, in an attempt to
enable the Omani youth to set up their free
businesses within the context of Sand program.
7- Looking into any other issues of concern to the
sector and taking what deems necessary to achieve
the sector’s role in employing Omanis.

Number and Structure of Sector
Committees: |
There are
12 Omanisation sector committees, each of which is
chaired by un undersecretary of a concerned
ministry. These committees comprise representatives
of the prestigious companies and establishments
operating in the concerned sector. Participation of
the private sector in these committees is 90%, while
the public sector contributes by the remaining 10%
in the membership of these sector committees.

The Accomplishments:
|
● The sector
committees played a vital role in enhancing
cooperation and links between the public and private
sectors.
• Prepared and formulated policies and procedures
aimed at availing training opportunities to employ
Omanis through the Sector Omanisation percentages.
• Encouraged individual initiatives and self –
employments projects.
• Helped increase the numbers of Omanis working in
various sectors and enhanced Omanisation in
permanent projects implemented by private
establishments.
• Played a remarkable role in preparing working
papers of the 2nd and 3rd national manpower
employment seminars and the Omanisation sector plan.

Coordination Mechanism: |
The Ministry
works towards supporting the tasks of the
Omanisation joint sector committees by availing
required data and statistics and coordinating with
concerned authorities.

Sector Committees Department:
It undertakes the following tasks: |
• Coordination
with the Ministry’s concerned authorities to ensure
that Omanisation joint sector committees easily
obtain the information and statistics which help
them perform their duties.
• Coordination with the Ministry’s representatives
in sector committees and committee repporteurs to
ensure the actual contribution of these committees
in achieving the Omanisation sector plan, in
accordance with the approved timeframe.
• Coordinating work between ministries and sector
committees.
• Preparing comprehensive periodical and yearly
reports on the work of sector committees, the
achievements and any obstacles faced and referring
them to officials at the ministry.
