1st National Manpower Employment Seminar
Thanks to the wise leadership and enlightened vision of His
Majesty Sultan Qaboos, the Sultanate has accomplished significant
achievements which covered all aspects of life. The economic and social
development achieved was reinforced by the issuance of the Basic Law of
the State whose economic principles have stipulated that ( the basis of
the national economy is justice and principles of free economy and its
principal element is fruitful cooperation between the public and private
sectors, and its goal is to achieve economic and social development
which leads to increasing productivity and upgrading level of citizens`
life conditions, in accordance with the State's general plan and within
the limits of the law.) It also stated that (justice and equal
opportunities among Omanis is guaranteed by the State.) and that (the
State should enact laws which protect employers and employees and
regulate the relation between them and that each citizens has the right
to practice the work he (she) chooses for himself within the bounds of
the law.
As availing Omani job seekers with job opportunities is the basic means to
meet their needs and utilize their skills and capabilities help them contribute
to the development efforts, Omanisation of jobs and occupations forms a
strategic choice for the policies of the Ministry of Manpower and it is the
cornerstone of its continued endeavors to provide citizens with more job
opportunities.
As per the directives of His Majesty, the Sultan, the 1st national manpower
employment seminar was held at the Royal Camp in the Batinah and Dhahirah region
during the period from 6 to 10 October 2001 and at Seih Al-Taiybat in the
Wilayat of Saham during the period from 22 to 24 October 2001 and at Seih
Al-Massrat in the Wilayt of Ibri. This seminar came out with recommendations
which were supported by His Majesty who initiated the Sanad Program, to
contribute to qualifying and employing the national manpower. The progam was a
grant from His Majesty. It was meant to encourage individual initiatives and
self employment projects.
The recommendations of the seminar and the supportive Sanad Program came in
line with the future vision of the Omani economy, which stated that providing
citizens with job opportunities fitting their capabilities and qualifications to
avail them and their families with appropriate income is the goal of development
and its end at the same time. These recommendations also matched the national
strategy for the development of human resources and the strategy meant to
activate the private sector's role in employing citizens and encouraging self
employment. Such policies have helped the Ministry increase Omanisation
percentages in the various economic sectors.
