The concept of quality control: Quality is defined as meeting the consumer ( customer)
needs, or the target set. This definition takes into account the following points:

- designing quality ( quality control designing) which describes how to design a product
or commodity which meets the consumers needs. This must pay attention to:
- Developing whatever fits the requirements such as ( proposed ideas, specifications,
means, material, procedures, persons and training etc.)
- Ensuring that social requirements are met according to the proposed design.
- Application quality ( applying the quality control system) of the former design
so that the commodity or service sticks to the design all the time.
Quality control in the private training establishments means the extent that the
training output meet the targets and criteria.
Specializations:
- Ensuring that the administrative system at private training institutes and centers
is efficient to guarantee the programs application quality.
- Ensuring the efficiency of the human resources at these institutes and centers.
- Verifying the methods adopted to assess trainees` activities according to the quality
control systems and procedures.
- Preparing periodical reports about the training process at these establishments
and checking their conformity to the criteria and terms of training quality control.
- Drafting working plans to develop private training institutes and centers and following
up its implementation in coordination with other concerned departments at the ministry.
- Preparing an accurate data and information base about these institutes and centers
and the outcome of training operations.
- Participating in providing technical consultancy to these institutes and centers.
The importance of quality control system:
- To help trainees or training results reach a distinct level and reduce the fault
probability ( weak level)
- To ensure that the training institutes gain good reputation and achieve high performance

of development at the establishment.
- To ensure the continuity of training evaluation in order to develop the system.
- To enhance work system at the establishment in order to continue improving the training
output.
Requirements of quality control system in evaluation

The requirements of training system are continuously developing due to the desire
of businessmen and companies to improve. Thus it is preferable to adopt development
principles of continued quality in every working day. This could be achieved through
applying the following pattern:

Operations supporting quality control system
Firstly: Self assessment
The self assessment requires the training establishment to inspect its work periodically
and judge on its performance according to the criteria agreed upon. This could be
achieved through the following:
- Gathering proofs.
- Writing reports about the extent of meeting the criteria set.
- Analyzing the strength points and drafting plans to spread good practices.
- Analyzing the weakness points and drafting plans to avoid them.
Secondly: Verification
Verifying the training establishment could be achieved through using a number of
sources such as:
- The self assessment report.
- The trainees file.
- The trainers assessment register.
- The quality control register.
(The auditor may add any other sources than those mentioned here in above.)
Thirdly: Developmental planning
The developmental planning is a regular method to develop the training establishments
and it is concerned with according priorities to develop performance. This helps
the quality control team use information that affect the developmental planning
operation.
Fourthly: Problem solving
This requires the following:
- Clearly Identifying the problem.
- Gathering adequate information about the problem.
- Analyzing information available to identity the main reason behind the problem.
- Correcting the fault and ensuring that the solution fits the success criteria.
- Correction shall be in conformity with the current requirements.
- Adopting precautionary measures to prevent re-emergence of the problem.
Fifthly: Reports and documents
This should be retained to authenticate information relating to quality control
in assessment. Written reports are considered as one of the important communication
means in the quality control system as they serve the whole process and help those
concerned with it.
Terms and conditions required in the quality control registers:
- Must be kept in a safe place.
- Registers must be indexed in order to easily restore them when needed.
- Registration capacity must be flexible.
- The period of retaining the register must be identified.
- Reports included in the register must be written in a clear language.
- The document must be controlled and continuously developed.
In this context it is vitally important that the trainer obtains a file relating
to the assessment steps and tools as well as a simple plan for statistical analysis
of the trainees results
Sixthly: Benchmarking
It is an external system designed to monitor internal activities and operations
to achieve continued development. This could be accomplished through compliance.
Benchmarking could be used internally to develop procedural operations, or externally
to compare a certain establishment with another establishment which is accurate
and active. This process is vital for any quality program. In this regard the
assistance of some international organizations could be sought to obtain an accredited
certificate in quality field.
Eighthly : Feedback
It is a vital process that could be deducted through actual follow up, self assessment
and conducting questionnaires among the concerned persons to ensure that the goals
have been achieved. This could be done by raising the following questions:
- Have the procedures helped solve the problems?
- Has the information been used properly?
- Has any new knowledge been acquired?
- What was the corrective measure taken?
Ninthly: Time plan
When quality control system is applied, some questions should be raised. These include:
- What could be achieved? What is the time frame and cost?
- What are the important matters relating to the application of the program and
do they need to be corrected and when?
- What are the issues that need follow up and when?

- Tests and assessment.
The training Quality control department adopts six intentionally recognized criteria
to control training quality at private training establishments. Through theses criteria
the department classifies such establishments into four categories:
